  15. A Setback for The Old Guard

  17. <p>     Despite their landslide victory in Albania's first free
  18. elections last spring, the old communist rulers have had trouble
  19. holding on to power as the wave of reform sweeps over Europe's
  20. poorest and most isolated country. Reincarnated as the Socialist
  21. Party, they were forced by a rash of strikes to enter into a
  22. coalition with the opposition Democratic Party in June. Last
  23. week Democratic leader Sali Berisha charged his governing
  24. partners with "attempting to create a neodictatorship" and
  25. pulled his seven ministers out of the 21-member Cabinet.
  26. </p>
  27. <p>     In a further sign of communist disarray, the widow of
  28. Enver Hoxha, the Stalinist who founded and presided over the
  29. original dictatorship for 41 years, was arrested on charges of
  30. corruption. Although bringing to book Nexhmije Hoxha, a powerful
  31. figure in her own right, was high on the opposition's agenda,
  32. the arrest came too late to keep the government together as the
  33. Democrats demanded that elections be held as early as next
  34. month. Given the social unrest exacerbated by drastic economic
  35. reforms, the Democrats are confident that this time they will
  36. oust the communists once and for all.
